It is clear that the hon. Gentleman does not want to talk about this issue, but it is vital, when we are talking about money that will go to schemes to develop the whole argument about victims, that we address the point made by my hon. Friend the Member for South West Wiltshire (Dr Murrison). We have plenty of time to do it now. How can it be right that someone who has attempted to kill a civilian, a member of the police force or soldiers on active duty gets compensation from the victims fund? I used to administer the victims
fund when I was at the Ministry of Justice, and it is not perfect, but, for sure, one thing that I would not allow was that.
