Of the two arguments, I think that the second is the stronger. The fact that CRCs are not involved in the pre-sentence reports, in particular, is a real issue. Shifting caseloads is also an issue. We have seen a 48% variation in caseloads, with more focus on serious crime, and we need a way of responding to that, such as better integration between the NPS and CRCs.
