Rough Sleeping

Proceeding contribution from Marsha De Cordova (Labour) in the House of Commons on Thursday, 7 February 2019. It occurred during Backbench debate on Rough Sleeping.

Does he agree that the fact that it is digital by default ultimately prevents a number of people making applications, because they do not have access to online resources to make the initial application?
