I am staggered and disappeared that in answer to the urgent question we have a Secretary of State who

is still arguing over the detail of a report. This is an important constitutional issue. The National Audit Office is the independent watchdog of Government spending. In this case, the Secretary of State has come to the House twice and there has been an unprecedented letter from the Comptroller and Auditor General. I have had two letters from the permanent secretary adding information on what was an agreed report on 8 June. Just for the record, will the Secretary of State declare clearly in the House today that she has full confidence in the National Audit Office and the Comptroller and Auditor General?
