Friend has seen the correspondence in which Leveson himself says that he fundamentally disagrees with the Government’s position because the only regard in which he thinks the terms of reference should be changed is that they should be increased so that we could see whether the Independent Press Standards Organisation was indeed any different from the Press Complaints Commission at all.
