First, I say again that I am very grateful to the Government for publishing the illustrative draft regulations to help us debate the Bill. Let us consider the draft provision of information in connection with health service products regulations 2017. Paragraph 14(2)(a) states that the report must in particular
“set out the objectives intended to be achieved by these Regulations”,
and then paragraph 14(2)(b) says it must
“assess the extent to which these objectives are achieved.”
It seems a bit odd to say that in one review we are going to set out the objective and then decide whether the objective has been achieved or not. That seems, temporally, to be a bit wrong.
