Let us be clear before we go any further: this discussion does not concern manifesto commitments in any way, shape or form. The Energy Bill provides within its terms

of reference a number of grace periods to mitigate the effects of the early closure of the renewables obligation on categories of schemes affected by that closure. That is a consequence of the original plan to close the renewables obligation early.
