I do not think that is clear at all. It is very uncertain what the rights of British people living in other member states would be in the event of the UK leaving the European Union. The hon. Gentleman raises an important question, which is one of many. I do not want to get sidetracked into the arguments for in and out tonight because I want to concentrate on the amendments, but I do not think that anyone can say with confidence that there would be no effects on those citizens in the event of Britain leaving the European Union.
