I absolutely concur, and I do not need to labour the point. All I can say to the hon. Member for Harrow East, with whom we have worked over the years on a range of issues in the interests of London, is that if this legislation goes through without my new clause 1 and the subsequent set of amendments, it will make the PPP look like an accounting blip. The Bill is extremely dangerous.
In addition to the financial risks involved in what some have described as a speculator’s charter, we face another potential loss. The mortgaging and development of sites could, in some cases, result in a loss of assets, particularly the land sites essential or invaluable to the future development of the improvement of London’s transport network and services.
