Tobacco Advertising and Promotion (Display and Specialist Tobacconists) (England) (Amendment) Regulations 2011 (SI 2011/1256). Lords debate on a motion of regret that the timetable for implementation of the Regulations may result in up to 4,000 more young people taking up smoking than if the original implementation date had been kept to; further regrets that the Government have not explained how they will mitigate burdens on business "while maintaining the expected public health gains"; and calls on the Government to make the health needs of young people the priority by keeping to the original timetable for implementation. Motion withdrawn.
