My Lords, we would not wish the CCGs to have blank accounts. I would merely like to congratulate the noble Earl on the 336 government amendments made to the Bill. When added to the 1,200 or so amendments made at the other end, they probably make for a very different Bill. I think that I might be able to say with confidence that it is probably a bit of a mess.
