Protection of Freedoms Bill

My Lords, I thank my noble friend for having clearly spent quite some time on this since we spoke earlier this afternoon. As my noble friend will know, a code cannot trump legislation but greater clarity may be of assistance. Certainly, I was with her much more this time on her response than previously. It may not satisfy the institute entirely but if the code can be made clearer and reduce hesitancy on the part of environmental health officers in using the powers that they have, that would certainly be a good thing.
