My Lords, I agree that very often in the sort of situation about which the noble Baroness and I are talking, any conversations which take place are not very edifying or instructive—““indiscreet”” might be the term for them. I live fairly near a pub so that is why I make that comment. I have learnt a lot of bad language over the years as I have heard it in the very late hours. I welcome what the noble Baroness says about the possible revision to the code of practice, but I am concerned that if the legislation requires authorisation the code of practice cannot undo that requirement.
