This will be the last time that I seek to intervene on the Minister. I entirely take his point. However, DAC Osborne, a person of similar standing who is the co-ordinator for counter-terrorism, said in evidence to this House that relocation is by far the most effective mechanism. The Met is therefore considering it, and for the one person the Minister prays in aid, we can pray in aid a DAC who says quite the opposite.
