Terrorism Prevention and Investigation Measures Bill

Annual review is just a veneer; to see that, we need only consider the number of Members present to debate it, and I also believe that it is always whipped through by the Government party. The people under these control orders have never had the advantage of having been brought to a proper trial, and what they want is some certainty. They want certainty that this Parliament will handle its responsibilities thoughtfully and thoroughly, and that would require conducting a thorough review that could then be used to advise the Government and inform Parliament in having a real debate. Does the hon. Gentleman not accept that that would be a major difference?
