Does the Minister recall that when Deputy Assistant Commissioner Osborne gave evidence to the Committee, he said:"““To get the resources that we anticipate we need will take more than a year, in terms of being able to get people trained and to get the right equipment. Until we have got that, we will not be able to start to bed things in and see how it works and how it transpires””?—[Official Report, Terrorism Prevention and Investigation Measures Public Bill Committee, 21 June 2011; c. 9, Q27.]" Clearly, the Minister is rejecting DAC Osborne's evidence that it will take more than a year to get the agents trained to have the necessary skills and to get the electronic equipment that will be required to meet the increased risk that will inevitably be caused by the Bill. Does he believe that Mr Osborne is entirely incorrect?
