The amendments tabled today are a vast improvement on the Bill as it stood. If the hon. Gentleman agrees with that, I wonder why he did not support my amendments in the Select Committee that would have achieved that. Instead, he voted down any proposals to strengthen the covenant or the Bill. New clause 17 would fully enshrine—
