I will not accept that. The evidence that we had was that significant numbers of people are not registered to vote. It was right that we asked the Parliamentary Secretary at the Cabinet Office, who is responsible for the matter, to come back to us with further information about how that would be rectified, and he promised us announcements and assured us that action would be taken. I do not think that we had enough evidence to say where the problem is most widespread. I certainly do not personally think that we should start redrawing the boundaries based on what is at best an educated guess as to what the problem might be—that is, having a look at constituencies and saying, ““Well, that is not very affluent, and urban, so we think that x% are not registered. We'll just redraw the boundary on that basis.””
