Does my noble friend agree, however, that a situation might arise in which it is desired to change from unanimity to a qualified majority vote on the ground that some member states might become very obstructive to the choice of particular members of the judiciary or the advocate-generals, and that it might be the only way of ensuring that the problems did not become overwhelming?
