My Lords, I am very willing to reflect on this point and see whether we can return to the House with any words of comfort, but I fear that we are chasing headless chickens around the yard a little. I will leave it to others to decide whether the eggs are headless as well. To conclude, we are not the only Government who—I will give way once more to the noble Lord, Lord Davies of Stamford.
