I would be grateful if the noble Lord took his seat. I appreciate that he is the most courteous of Members of the House and simply did not hear me at that point. When making interventions in Committee, it is a matter of course that one does not need to interrupt a Minister in his or her flow. One is permitted in Committee to allow the Minister to complete an explanation before the next person gets up. I appreciate that both the noble and learned Baroness, Lady Butler-Sloss, and the noble Lord, Lord Hannay, wish to ask questions. The noble Lord was on his feet first; perhaps the noble and learned Baroness might allow him to ask his further question first.
