The Minister is absolutely right on this point and my hon. Friend the Member for Birmingham, Edgbaston (Ms Stuart) is wrong, because in the case in question the enlargement of the European Union passed the House unanimously. The only occasion when a matter such as enlargement should go to the British people is when the House decides that it should go to them.
