The hon. Gentleman will correct me if I am wrong, but I believe that Professor Hix also went on to say:"““I think there should have been a referendum on Maastricht, on Amsterdam, on Nice…on the Lisbon treaty””." That is surely significant. The Bill is all about ensuring that, having been cheated of referendums on those treaties in the past, we can now have referendums on other matters, enabling the House to give greater consideration to them before passing away powers to Europe. The committee proposed in the hon. Gentleman's new clause 9 would not achieve that.
