Yes. Despite the best efforts of the Secretary of State and his Ministers to transfer powers from the many to the few, even they have not got everything wrong. Some of the Bill's measures are a continuation of policies introduced by the previous Labour Government—[Interruption.] I am afraid they are. When the Government build on our reforms, we will support them. We support the general power of competence for local authorities, because those elected in an area should be able to do what is in the interests of the communities they serve. With no mention of local economic partnerships in the Bill and in the absence of any other plans for growth, giving local authorities greater flexibility on business rate relief to encourage new start-ups and help local businesses is one small step in the right direction. It builds on Labour's introduction of small business rate relief.
