Is not the real question, which those on the Government Front Bench must answer, why they will not put a declaratory clause, notwithstanding the European Communities Act, into the Bill. Are they saying that that itself would put us in breach of the European treaties? I submit that it would not. Should not they accept that by putting a ““notwithstanding”” clause into clause 18, they would, notwithstanding the European Communities Act, be reaffirming the supremacy of the House, something that is long overdue?
