I am answering my hon. Friend the Member for Hertsmere (Mr Clappison), so I had better complete the answer before I give way again. The fact that there are also 30 to 40 proposals per annum means that it is not possible to place a primary legislative lock or parliamentary resolution requirement on the exercise of the opt-in. Therefore, it is important to be clear about the distinction of these different categories of decisions on justice and home affairs.
