My Lords, I am grateful to the Minister for that explanation. A number of amendments tabled by the Opposition and indeed a number of speeches made from all sides in Committee were about the confidence that is required to carry forward what is a contentious piece of legislation for those civil servants who will be worse off financially than they would have been under the provisions in the 1972 Act and beyond. However, I take the point made by the noble Lord regarding our endeavours to engender a degree of confidence in respect of the compensation element, which is the issue in this Bill. In the circumstances and with the strength of the reassurances given, I do not feel it necessary to test the opinion of the House and I beg leave to withdraw the amendment. Amendment 1 withdrawn.
