The Minister is being generous. He is paraphrasing the Green Book, which says that the Government will"““prioritise spending which supports private sector growth and investment””." Various forms of those words have been used since his party and the Liberal Democrats took office. Surely tax breaks that would cost perhaps £195 million and would deliver £415 million in tax receipts are precisely the sort of investment in precisely the sort of industry that would meet the Government's objectives.
