Of course. Another aspect of the Bill is the Government's singular failure to consult the First Ministers for Wales, Northern Ireland or Scotland. Had they held proper consultations on the Bill, it could have been different, but there has been no pre-legislative scrutiny, and the Welsh and Scottish Affairs Committees have condemned the Government for their lack of scrutiny.
