In addition, the Minister will be able to lay the Order in Council on the basis of the Boundary Commission's report ““with or without modifications””. [Interruption.] I can hear the Parliamentary Secretary, Cabinet Office, the hon. Member for Forest of Dean (Mr Harper), saying that that is the present legislation, but the present legislation allows for proper public inquiries, and he is getting rid of public inquiries.
