May I extend the hon. Gentleman's point a little? Does he accept that in the event of gradual migration from the north of England to the south—for reasons connected with jobs, for instance—there may be dramatic and ongoing changes as each constituency in the south becomes more populated, while those in the north become less populated? If we change the boundaries every five years, there may be enormous shifts. The hon. Gentleman made an eloquent point about whether Members were familiar with their own constituents. This proposal would lead to a shambolic effect on the association between Members and the stable populations that they represented.
