Parliamentary Voting System and Constituencies Bill

I am not sure that the average voter will be much impressed by having a choice between one to seven or just a supplementary vote. I think they will be utterly confused in the coming referendum, and who wins and who loses may well be in the lap of the gods. The weighting of votes is the weakest element of AV. I am committed to the coalition agreement and I will vote for the Bill and support the Minister, but I will also participate in the debate and I think that, regardless of whether the amendment of my hon. Friend the Member for Christchurch is a probing amendment, it is a useful contribution to the discussion of the relative merits of the AV system, which does not have many merits.
