My right hon. Friend will be aware that this week, the question to be asked in the AV referendum was changed because of a belief that the general public did not have the capacity to understand it: it was thought important to get the question right so that people would get the answer correct. A Cabinet Office spokesman said that it was important that"““the referendum question is clear and simple to understand.””" Does my right hon. Friend agree that the same logic should be used when it comes to the Assembly and council elections? They should be kept separate from the referendum to make them clear and simple to understand.
