Local Government Bill [HL]

My Lords, I am not an expert on local government, or even on all the issues at stake in this case, so I do not want to get embroiled in the merits or otherwise of unitary authorities. However, I have observed, sitting here listening to the debate, that the matter is highly contentious, highly politicised and gives rise to considerable passion. I just want to make one point to the Minister which is perhaps appropriate to make from the Cross Benches, which she may feel that it would be the course of wisdom and statesmanship to listen to. The Government have won this battle. Perhaps they should not press their advantage to the point where they are seen to be simply riding roughshod over the Opposition. The Minister may feel that it would be the course of statesmanship to help to create an environment in which passions could be allowed to cool and a legacy of bitterness was not built up. In order to do that, she might feel that it was the course of prudence to accept the amendment.
