Exactly, and that is why I am fearful. The money is not there and there is no evidence that the Government's proposals will contribute to raising standards, and my fear is that we will see, as Sweden did, a rise in social segregation, with children in high-income areas doing better and children in lower-income areas doing worse. That would be deeply socially divisive, and that is not the only social division we may see as a result.
