My right hon. Friend has hit the nail on the head. The reason why the Secretary of State is trying to sweep away any local democratic accountability for education—which, incidentally, is deplored by many Conservative leaders of local authorities—is precisely that he needs to get local government out of the way in order, perhaps, to introduce these quasi-private, free-market school arrangements.
