My Lords, if you still allow consultation to take place as "or after" implies in subsection (3), you are not wholeheartedly committed to consultation. I respect everybody’s views, I respect the experience that the noble Baronesses, Lady Perry and Lady Walmsley, have referred to, but it still allows for a sham consultation to take place. I would like to close that door and therefore would like to test the opinion of the House. Division on Amendment 3 Contents 163; Not-Contents 210. Amendment 3 disagreed.
