As an eminent lawyer, does my hon. Friend have doubts about the attempt to exclude the jurisdiction of the courts in judicial review with respect to the definition of who represents the interests of local authorities? It is very broad. Furthermore, apart from the exclusion point, proposed new section 5D provides extraordinarily wide powers for the Secretary of State or anybody else to add, subtract, alter and""make different provision for different cases or for different purposes.""
The width of those provisions is rather over the top. Does he agree that we should be careful about that?
