Let me finish my paragraph, and then I shall give way. Given the current levels of disillusionment and disengagement from politics, we should do all we can to get everyone involved in democracy; my hon. Friend the Member for Harwich (Mr. Carswell) has been an extraordinary advocate of that. Exclusion is simply not an option if we want to give people a real sense of ownership of the whole process.
