On a point of order, Mrs. Heal. Is it in order for the Government to guillotine debate to make it impossible for us to discuss this evening our proposal on new boundaries for constituencies, and then for the Minister to abuse the orders of the House by making a speech upon it in his reply to the Government amendments?
