Constitutional Reform and Governance Bill (Money) (No. 3)

I accept that no one is, for the moment, proposing a system of that kind, but that is the only system that provides perfect fairness and perfect proportionality. It must be recognised that those who do not want a system with those disadvantages cannot have a perfectly proportional system. It is not possible to have a system that complies with the abstract notion of fairness, of which we hear so much from the Liberal Democrats and which is so beloved by advocates of electoral reform.
