Before my hon. Friend goes too far in suggesting that the Jenkins commission was a personal exercise by Lord Jenkins who put forward nothing but his own interest, I am sure that he would accept that it was a commission of all parties, including Baroness Gould, who was a Labour party organiser herself. I do not think that one should suggest that this was a Jenkins-only commission; it was a broad-based commission receiving broad support, as reflected in the submissions made to it.
