The hon. and learned Gentleman has quoted at great length from the review of voting systems, but on the spreadsheet that he has cited so often the review says that"““the ERS analysis assumed that in the 2005 election relatively few voters who principally favoured another party would have put them””—" the Conservative party—"““as second choice.””" Why does he think that is?
