Does my hon. and learned Gentleman agree that the Secretary of State once understood that himself? The unfairness described by my right hon. Friend the Member for Suffolk, Coastal (Mr. Gummer) has to do with proportionality. When the previous Labour Prime Minister flirted with these matters, the Secretary of State said that first past the post, and similar systems, give"““power to the largest plurality and so help secure a system where the proportionality, not between votes and seats, but between votes and power, may be the greater.””—[Official Report, 25 November 1997; Vol. 301, c. 804.]" I wonder why he changed his mind about that.
