While the hon. and learned Gentleman is extolling the virtues of the first-past-the-post system, will he answer the question that the Justice Secretary refused to answer? How low would the Government's share of the vote have to be for him to regard the system as illegitimate? Would it have to be lower than 35 per cent., which is what the Government had?
