May I take the Secretary of State back to his reference to the Jenkins commission? On 2 June 1998, he said:"““The Liberal Democrats and Labour agreed that the only fair way to put a choice to the British people was to give them a choice between two equals: between the first-past-the-post system—it would be absurd to suggest leaving it out—and another system carefully worked out by a relatively independent body.””—[Official Report, 2 June 1998; Vol. 313, c. 188.]"
Where is the relatively independent body in these proposals?
