I was chairman for three years and, except in the case of one small operator with one bus in Norfolk, I never knew an operator to refuse to co-operate. I just feel that the order is unnecessary and overstresses the problem.
Who made the representations? Other than representations from what I would call the professional consumer industry, I am not sure that there were very many.
