If I may finish the point, it might help the hon. Gentleman to listen before jumping in. The Joint Committee heard the same arguments. The provisions do not alter the current position that the power to manage individual civil servants can, as now, be delegated to the head of the civil service. That was good enough for the Joint Committee, which debated and engaged with Ministers on the issue, and which is content with the response. It is only the hon. Member for Somerton and Frome who fails to understand the difference.
