I thank the hon. Gentleman for giving way again, as I have a genuine question. He is right to point out that no Government Back Benchers are present to ask questions on behalf of those who are puzzled by the amendment, so in their absence I shall try to do so. I understand what the hon. Member for Perth and North Perthshire (Pete Wishart) is saying about the Calman commission. I understand the conclusions of Sir Kenneth Calman and his colleagues, and I have some sympathy with them. However, it is difficult to see how the amendment will transfer the power to which the hon. Gentleman refers from London to Edinburgh. I understand that he is saying that the amendment is only a step in the right direction. It would take power away from institutions in London, but it does not say specifically that power will rest in Edinburgh.
