Constitutional Reform and Governance Bill

The hon. Gentleman is completely wrong. As I have made clear, civil servants who are not excluded will fall within the Bill's ambit. The right hon. Member for Horsham (Mr. Maude) mentioned those employed by non-departmental public bodies. As he said, they are not part of the civil service. They have deliberately been placed at arm's length, and it has deliberately been ensured that they are not part of Government Departments.
